Le Bureau des Investisseurs, sous la déclinaison Choose NC pour la province Sud, porte une attention particulière aux investisseurs étrangers et se veut être un levier pour tous les jeunes diplômés désireux de participer à l’économie calédonienne. Ces principaux objectifs :
- Initier et soutenir le développement économique,
- Promouvoir l’attractivité économique de la province Sud,
- Attirer les investisseurs locaux et internationaux,
- Favoriser la création d’emplois.
The office of investors
The office of investors, under the name of Choose NC for the South Province, pays particular attention to foreign investors and is intended to be a lever for all the recently graduated young people, wanting to participate in the economy of New Caledonia. Its main objectives :
- Initiate and support the economic development
- Promote the economic attractiveness of the South Province
- Attract local and international investors
- Foster job creation

Le Bureau des Investisseurs, sous la déclinaison Choose NC pour la province Sud, est un outil d’appui à la relance économique.
Le bureau a donc vocation à attirer des investisseurs, notamment étrangers, tout en facilitant le parcours entrepreneurial des entreprises locales et en soutenant les filières à potentiel et la création d’emplois et de valeur ajoutée pour le territoire. Il encourage également le retour des jeunes diplômés calédoniens.
OUR OBJECTIVES
The office of investors, under the name of Choose NC for the South Province, is a support tool to boost the economy.
This office has therefore been designed to attract investors, and more particularly foreign investors, while also facilitating the entrepreneurial journey of local businesses and supporting sectors with high potential, as well as job creation and added value for the territory. Its aim is also to encourage young graduated people, originally from New Caledonia, to come back on the territory.

Né à Nouméa, Philippe Blaise a étudié à HEC Paris avant de faire carrière dans le privé, dans le commerce, à Promosud – la société de participation de la province Sud – puis de rejoindre le secteur bancaire où il a occupé la fonction de directeur des risques. Conseiller municipal de Nouméa depuis 2008, il est également élu du congrès depuis 2014 et 1er Vice-Président de la province Sud en charge du développement économique, des finances, du logement, de l’environnement et du développement rural. Conformément aux priorités stratégiques de la majorité élue en 2019, il a initié le projet du Bureau des Investisseurs en province Sud, afin de contribuer à la relance économique en dynamisant les investissements créateurs de valeur ajoutée et d’emplois. Cette initiative a été concomitante à celle du Gouvernement qui a intégré le réseau Choose afin de promouvoir l’attractivité économique de la Nouvelle-Calédonie, permettant ainsi d’attirer les investisseurs qui seraient ensuit accompagnés par le Bureau des Investisseurs sur un volet plus opérationnel. _______Who are we ?interview VP1 :THE OFFICE OF INVESTORS : A SUPPORT TOOL SERVING ECONOMIC RECOVERYPhilippe BLAISE was born in Nouméa. He studied at HEC PARIS, before embarking on a career in trade and commerce in the private sector, more particularly at « Promosud » -the holding company of the South Province - and then moving on to the banking sector, in which he had a position as a Chief Risk Officer. He has been a town councillor in NOUMÉA since 2008, he has also been elected Congressman since 2014 and 1st Vice president of the South Province in charge of the economic development, finances, housing, the environment and the rural development. In line with the strategic priorities of the elected majority in 2019, he initiated the project of the Office of Investors in the South Province, in order to support the economic recovery, by boosting the investments creating added value and jobs. This initiative has been connected to the other initiative led by the Government and which, has been integrated to the network Choose, in order to boost the economic attractiveness of New Caledonia, thus enabling to attract investors who would then be accompanied by the Office of Investors on a more operational side. |

Q : Isabelle, quel est votre parcours ?
R : Je suis arrivée en NC il y a 20 ans avec un BAC + 4 en comptabilité/finances et 10 ans
d’expérience, j’ai travaillé quelques années dans ce domaine puis j’ai œuvré durant 11 ans au
sein d’Initiative NC, association d’accompagnement et de financement des petites entreprises.
Depuis 2018, j’ai été à mon compte puis j’ai intégré la PS.
Q : que retirez-vous de ces expériences ?
R : Je pense que ce parcours atypique m’a permis d’avoir à la fois la connaissance du tissu
économique calédonien et la capacité à porter des projets en lien avec les acteurs
institutionnels et privés locaux.
Q : pourquoi avez-vous été choisie pour représenter le BDI ?
R : il fallait un mouton à 5 pattes et le fait d’avoir été à la fois dans des structures privées
(grandes ou très petites) mais aussi publiques, créé mon activité, d’avoir accompagné les
porteurs de projets, noué des liens avec les parties prenantes de l’économie calédonienne…
sont autant d’atouts pour pouvoir mener à bien les missions du BDI
Q : quelles sont donc ces missions ?
R : l’objectif est d’accompagner à la fois les investisseurs dans leur recherche de partenariat
ou d’opportunité d’investissement en facilitant les démarches et la mise en relation, mais
aussi les porteurs de projets locaux dans la concrétisation de leur projet. Ce bureau est le
maillon opérationnel, la passerelle entre investisseurs, projets, financements, formalités,
institutions…
Q : l’activité du BDI est récente, quelles réalisations à ce jour ?
R : le BDI a accompagné l’installation d’une structure et suit l’implantation d’une autre
société, des contacts arrivent régulièrement, en quête d’informations sur la NC. Le bureau
accompagne également une dizaine de projets locaux dans leur recherche d’investisseurs et
mobilise une cinquantaine d’acteurs économiques. Au-delà de ça, un travail de fonds sur les
filières est en cours afin de mettre en avant les opportunités offertes par la PS.
Q : Quelles sont vos ambitions pour le Bureau ?
R : favoriser la création de valeur ajoutée et d’emplois en PS en soutenant les initiatives
Q : Isabelle, what is your background ?
A : I arrived in NC 20 years ago, with a 4-year degree in accounting and finances and a 10 year’s experience. I worked in the same field for a few years and then worked for Initiative NC, an association dedicated to accompanying and financing small businesses, for 11 years. I was a freelancer until 2018 and then I entered the South Province.
Q : What do you get out of this experience ?
A : I think that this atypical career background has enabled me to know how the economy in New Caledonia works, as well as to have the capacity to manage projects involving both actors institutionally related and private locals.
Q : Why have you been chosen to represent the BDI (The Office of Investors) ?
A : A Jack of all trades was needed and the fact that I had worked both in private businesses (big or really small ones) but also in public organisations, that I had been a freelanceer, had accompanied some project leaders, and established links with the stakeholders of the economy in New Caledonia… are all assets to be able to carry out the different missions of the BDI (The Office of Investors).
Q : What are these missions then ?
A : The aim is to, on the one hand, accompany the investors looking for partnerships or opportunities of investments, helping them to go though procedures and establishing links more easily, but also, on the other hand, to accompany the local project leaders in the realisation of their projects. This office is the operational link, the connection between investors, projects, financing, administrative formalities, institutions…
Q : The work of the BDI is quite recent, what are the different achievements so far ?
A : The BDI has accompanied the settlement of one structure and is following the implementation of another company, people contact us regularly, inquiring about NC. The Office is also accompanying 10 local projects in their search for investors and mobilises around 50 economic actors. Beyond that, substantive work is being undertaken in the different sectors, in order to put forward the opportunities offered by the South Province.
Q : What are your ambitions for the Office ?
A : Fostering the creation of jobs and added value in the South Province, by supporting the initiatives.
